I never said BSPs are part of Netweaver Portal. Why do you think they are? But BSPs are part of Netweaver. BSPs are always hosted on WAS with ABAP stack. So for example for CRM 4.0 with PC-UI front end is driven by BSPs and they are running on top of WAS.
